there's a famous story in the early history of country music; where some guy had set up an illegal radio station in Mexico which used so much power, it could be received across most of the United States. The main act he hired to fill in the time with music, the Carter Family, became famous as a result.
Meanwhile, in my youth living in the Detroit area back in the 70's, I would routinely watch Canadian TV stations for the movies or to watch PM's question period; which was a real hoot back during the Mulroney days.
The moral of this story:
> the US and Canada are on the same broadcast TV standards
> local media in the US has a hard time filling the gaps in the now ~6 channels per station world.
> Create a network to be broadcast on the B-channels of American cities the closest to the Canadian population centers, make it a canadian version of fox news; and allow it to be broadcast outside the reach of the politicians in Canada
