It's better to drop the 8m or 8s here because they'd normally be safest at this point and get more dangerous as the round continues. It would be disastrous to run out of safe tiles right after someone chases the riichi. The dama mangan waiting on a tile that's genbutsu against someone else is the much more rare situation.
