It's different, because America exports so much culture. Everyone knows what America is doing. But America doesn't import culture in equal proportion. So we know less about what other countries are doing.
The cultural export for blacks is very high right now, due to figures like Kai Cenat and I Show Speed becoming international figures.

And you might say "well she was joking. It's shock humor". But the joke only works if she knows that what she's saying is offensive.
This other guy gives him a Banana in a KFC bag, and then when Speed opens it up, revealing the banana, they guy makes monkey noises at him.
I will admit that there is a small chance he didn't actually know black people would take offense. But like I stated previously: you can say you didn't mean offense all you want, and it won't change the fact that the people you're representing, don't appreciate your brand of representation.
