That puppet body is just how Kermit interacts with "the world," and can only do so when Jim Henson's hand works through that puppet, but the "true" Kermit exists within Jim Henson's mind. And the Kermit within Jim Henson's mind was no puppet: he has thoughts and opinions that may not be Jim Henson's own, Jim Henson might have a thought of "no, Kermit wouldn't do that..." when trying to write a scene, etc. It's a living internal conversation between Kermit and Jim, long before the dead puppet even moves. But while Kermit is One with Jim Henson, despite their differences, and Ernie is One with Jim Henson, Kermit is not Ernie nor is he everything Jim Henson can be. I would describe both Kermit and Ernie as "movements" within Jim Henson, but the terminology does not matter.
