"Gaining ground" for some period of time doesn't change the fact that it was an unworkable systems with perverse incentives that will ALWAYS self-destruct in time.

And what little "gaining ground" they did came at the cost of mortgaging their own future, leading to the current sorry state of Russia as they do the same fucking thing again.
