It would probably shock you to know that the entire world views ethnicity/race and culture/nationality separately. There's a small, ethnic minority of Russians who live in China. The oldest generation has been there since the 1700s, but the bulk of the population arrived during the 1920s, fleeing the Civil War. The old babushkas still speak Russian, but the younger generation only speaks mandarin.

They consider themselves to be Chinese (nationality), but they are obviously not Han, they are Russian (ethnicity).
This concept is foreign to Americans because they are a mutt race who cannot identify their ethnicity without the aide of DNA testing kits, so they confuse race and nationality, not knowing any better.
