UK regulation is demanding that certain websites that host adult content or are just deemed to have subject matter they feel should be under regulation must attempt to verify the age of their visitors to ensure they are not allowing children, primarily using personal IDs.

Since doing so is both an invasion of privacy and a prohibitively expensive task for most of those websites, most of them, including 4chan and Rule34, have chosen to simply stop serving the website in that region.
