Not at all. For example in France the casualties were around 1.3m, out of a total population of some 30 million. The hardest hit was Serbia by far, but for the big powers the loss of life was around the same percentage of 3% to 4% of the total population, so even accounting all males of all ages you're talking about losing close to 10% of a country's men.
