It would only be the 1954 version of Godzilla, which has design peculiarities (fangs, ears, four toes on each foot, white heat ray, etc.) But later Godzilla designs also incorporated these elements, so you couldn't just make a donut steel Godzilla design and put it in your own movie. You'd have to use the 1954 design. Toho is known for being litigious on top of that (they once sued Subway for lampooning Godzilla in one of their commercials).
