Cryo Resonance is genuinely awful. The only way to make it consistent for Skirk is if you're using Furina as the only Hydro character and even then you need the other two Cryo characters to have consistent off-field application such as Shenhe, Rosaria or Citlali. If you plan on using Yelan you're almost never going to see a Cryo aura active. Skirk has somewhat slow Cryo application herself.
