Because it's only possible when you're in high school or under 21 or so and girls are young enough to be hot while also be more mature then you.
Eventually you mature and they start getting old. Now the possibility of that kind of relationship is gone forever.
Why is it so hot? Because you have a 20-something year old that is basically mega-hot, intelligent, mature, giving off every vibe that a girl can be attractive (sexy, beautiful, smart, motherly, sisterly, friendly, etc.) while you are a few years into waking up into adulthood. You have the most perfect woman there at the most ripe point of your life and she fills every kind of relational gap you might have; learning about life, friendship, sisterhood, sex, romance, joy, entertainment, educational, etc. Add to that, Denji was a starving, homeless, orphan.
It took me a while to understand why Denji never wanted to bone her in her apartment when he could have asked for anything, but I had to put myself into his position and age for it to make sense.

Powerfag seethe aside. Even Fujimoto admited CSM was purely about Denjis and Makima relationship, to the point he said he only needed those characters to tell the story he wanted to tell.
One of Part2 fundamental mistakes is to sideline Nayuta.
