I think the issue with that is people aren't really going to congregate around things they've already completed. Dungeons for example, unless you're leveling you wouldn't really have any reason to be there. It would be great to bring it back for raids since it was nice showing up to places like the Ceruleum Processing Plant and seeing people jumping around on the pipelines, or Fallgourd Float/Wineport, but if you're not raiding that day then it goes back to the same issue as before, you really don't have any reason to be there. However I think it would effect places like Solution 9 less, since you have a central hub with all the vendors and a retainer bell easily accessible while also being the location of the expansion's raid.
It reminds me of the issues people had with queuing for BGs way back in the early days of WoW. The primary reason why people always hung around Stormwind/Ogrimmar was because it was just easier to access the battleground NPCs than it was to walk all the way down to Sylvanas' chamber in Undercity, or worse, make your way to the actual faction NPCs in Arathi/Hillsbrad/Ashenvale.
It definitely had more soul but people are only willing to put up with tedium until someone points it out. Wrath of the Lich King really was the beginning of the end with some of the things that were ultimately implemented and eventually made industry standard.
