He's clearly looking at the situation and actively not doing anything based on a decision he's made.
The dumb-kid instinct-behavior would be to either go away in fear or punch the dumb niglet.
Unlike the niglet the older kid has received socialization though; a socialization I might add - that has begun since before even the age that that niglet is at.
As I said: in its display of lagging socialization (likely to be a lifelong trend for this specimen).
