Correct. The cartels have a bit of a navy, maybe even some air power. They don't have the capability to seriously resist the USA. We can even set up a puppet govt in Mexico to rule on our behalf, or declare sovereign republics in northern Mexico and keep the peace between them and the Tenochtitlan regime. Mexico doesn't stand a chance; their best bet is to retreat southward and hold onto some mountains, and I doubt they'll be able to seriously retain that if the US Army is smart about the conflict.
