I think the writers genuinely have no idea what to do with Suzumi, so they just pretend she doesn't exist.
They could do something about the concept of vigilantism vs justice, or elaborate on the idea of being a "judge, jury, and executioner." You'd think there'd be a decent amount of friction between the JTF and the Vigilantes, but we're never shown anything.
