Piccolo started the trend of comic book villains ruling the world with might. Dragonball villains before him were jocks who believed they were the best. The villains were based off Toriyama's editors, and real estate agents. Piccolo is based of Torishima and Freiza is based of Kondo. I can see Toriyama basing Jiren off Jim Shooter and Mortimer Weisinger.
