I class it as both, Warrior's chorus is unmistakably power and has all of the trademarks (particularly the vocal harmonies) and plus you have that segment at 1:47-2:03 which (to me) sounds like fully-realized PM. Plus you have the fantasy lyrics, Guy Speranza's soaring performance, I feel you'd have to be very strict to not at least call that song adjacent to the genre. Hell, I even listened to that PM song back-to-back with the Riot one and noticed a lot of similar progression between the two.
