There's two new currencies, reforge fragments and cognitive essence. Reforge fragments can be farmed in the Rust, cognitive essence is bought from a new section in the supply office called DigiVault. I think it's tied to Data Crevice, but I can't tell since it's still empty for me right now, probably activates at 2pm.
You unlock all of the choices permanently and can then set specific builds at no extra currency cost. You are limited by anchor cost as to how many anchors you can have active at the same time. You can also save different setups.
