What causes the European to sun bathe on some sort of sea wall?
This is such a weird performative thing. The reason why you bring a towel (and you're supposed to bring a parasol) to a beach is because the sand is not a rock. It's many many tiny rocks that are soft and you can lay in it and be comfortable.
