Nah, Pikkon is only Piccolo on a completely superficial level, being some hairless green guy with weighted clothes Goku fights in a tournament, but nothing else. Meanwhile Hit has some of that and more in common with Pikkon

People compare Hit to Tenshinhan because Ten was supposed to become an assassin and both debuted in a tournament, but Hit is really just the Pikkon from another universe, and Pikkon wishes he had Piccolo's history, relevance, relationship with Goku and pretty much everything that makes Piccolo the character he is.
