The precursor to the Dead Hand was a massive boat which itself was a single nuclear bomb. Detonating it would create massive nuclear tsunamis and fuck the atmosphere so that the earth would be uninhabitable. The project was abandoned in favour of the Dead Hand as it was considered cruel to doom innocent countries.
