So otenba be translated as "tomboy" and it's not exactly incorrect, but what people miss here is that it's broader in scope than tomboy. 90's Japan also had far more strict gender roles than we do now in current-year America, so what constitutes a "tomboy" would be less extreme.
A tomboy typically implies a girl with a masculine personality, whereas otenba can also mean being energetic, lively, and strong-willed. Otenba is more nuanced and basically celebrates a girl's spirit.
