All right if you want to ignore a news report here's the official Govt of India press release. We had our first production run 5 years ago. So it's a safe bet to assume that China and Russia can and do make blades incorporating rhenium if we can make them using nickel.

a) mutually agreeing to a weapons-free zone and resolving disagreements over disputed land with batons is infinitely more civilised than current American practice
b) given the news reports linked here, you seem to be the one coping and holding on to stale tropes of "China only copies"
China is an adversary of both India and the US. Being realistic about their capabilites instead of consoling yourself with ideas that they could never be as technologically advanced or (heavens forbid) more advanced than the US is just silly.
