Werewolves feel like such an antiquated boogeyman, largely because the most terrifying part of them is the "bloodthirsty, mindless killer" part and that's almost exclusively the result of the "were" part (i.e. the human part). That's why something like The Hulk can still be intimidating, because it's much more like a regular dude who can rip you in half without a sweat. Wolves have gotten such a bad rap for generations and virtually none of what makes a lycanthrope terrifying is found in the wolf half. A were-turtle would be just as nonsensical and probably even more frightening.
