There was a period during Shadowbringers where Crystal Tower wasn't mandatory for the MSQ, so people who had never done it didn't even know who this guy was or realize the impact of him being in the story. His reintroduction into the game as a primary figure was a really weird decision considering Alliance Raids have always been break away side stories up until that point. I think the inclusion of Crystal Tower and Return to Ivalice were the devs way of trying to reintegrate old content into new content as a means of keeping the older stuff alive outside of roulettes, but it was done in such a haphazard awkward way that it doesn't really work the way that it probably was meant to have worked.
