Miyabi's mother isn't the swordmaster. Swordmaster is hundreds of generations before Miyabi.
There is a section where you play on top of a train or truck where they explain it.
The swordmaster was the first of the hoshimi line. She tames a demon sword and uses it to fight the hollows. Then when she died she passed her weapon down to the next hoshimi and so on.
But the hoshimi family hasn't had a swordmaster for many generations. Instead the head of the family is an industrialist or a politician and uses the demon sword to gain power for wealth.
Miyabi is actually the first swordmaster in the hoshimi family for generations.

That's exactly my point. The closest expy we have is Yanagi for Raiden. Same VA, same element and same weapon the naginata and katana.
