Correct. Texas was a unique bypass case. Immediate statehood was a condition of their government specified in the treaty of accession. Canada could also be a unique case, given the argument has been raised that Canada has a right to acquire statehood at any time on the basis of Article VI, through which the point was argued by past Unionists in the Civil War to have implied that Article XIII of the Articles of Confederation (prohibiting secession) remained in force, whereas Article XI of the Articles granted Canada the right to acquire US statehood at any time.

In other words: Canada can unilaterally pass an Act of Parliament to join the USA and immediately acquire Statehood at any time, without the consent of US Congress, through Article XI as incorporated through Article VI. This would require some Constitutional reform in order to sate the requirements of other provisions of the Constitution, yes, but overall Canada still enjoys this right. If the US annexes Canada without their consent, for example through force, then we can force them into territorial status and they will not immediately acquire statehood.
