I don't know if I'd go that far. It *could* inconvenience the person behind you if you were to recline (in the pics japanon posted I doubt they were inconvenienced) but it's seen as extremely rude to inconvenience other people and not to be mindful of that (ask for permission first or not do it at all). 迷惑をかけるな as they say in japan
