The state is responsible for prison rape, ultimately, since the state is the entity which put the victims and perpetrators in their ward. I say rape should make the taxpayer pay $1MM per incident to the imprisoned victim, immune from all criminal debt collection schemes. I say each rape incident should automatically cut the remaining sentence time in half, each time.
