Its a win condition, as in how do I get the correct tools to beat this bad guy, so I can go to the next map and get the correct tools to beat the next bad guy. In Fallout 1 there's literally 2 vendors that just give you everything you need to shitstomp the game, it's very bad. Imagine if you were in the dungeon and 1/4 of the way in you just found a treasure chest full of super gear that very obviously solved everything, that's fallout and elder scrolls.
