I'd make it so if the player takes ranks in a faction they become more 'of a public figure' that's known to both the faction and outsiders.
At rank 10, can do the promotion ceremony where they get access to "military" ships, or ask to work as a free agent. With the ceremony, double the reputation gains but lose with enemies, without the ceremony, prices of things unlocked like restricted ships, weapons and station modules are doubled but the player is still given access to them - and reputation gains are halved but with no loss from enemy factions.
I would also love more neutral "no man's land" sectors between factions. Neutral minor factions that don't claim sectors but offer unique ships or weapons, like the old X3 era corporations.
