Water is so underdeveloped in the base game that it is only now that they are even bothering to add actual river deltas to the game.
A water focused DLC that added boats, hydration, water management etc would objectively add much more meaningful content then this spaceship focused shit. It would be a return to systems focused DLCs, rather then the 'content pack' styled disasters we have been getting since that horror focused mess.

2) Systems like hydration should have been in the game since the beta phase

Should have already been part of the game. The vanilla game.
It is an insult to get it this late and it just highlights how little care the water focused elements of this game have received.
Scifi bloat slop is just easier to develop I guess.
