The playerbase doesn't really care about the whole consistent artstyle thing. Multiplayer is the main reason CoD sells, so adding a bunch of skins from different series lets the game make even more money. If you're wondering why it's gotten so rampant in the newer games, it's because the fans genuinely don't care and are happy to buy them. You can't go a match without seeing a paid skin.
You already have a game that's guaranteed to sell off of name alone, so they added skins in to make even more money since it obviously works. Is it gay as shit and obviously lowers the visual quality of the game? Sure. Does a Call of Duty player care about consistent visual clarity when they can play as Michelangelo from the ninja turtles and shoot bright green flashing bullets at their enemy? Fuck no.
