In the livestream in which they presented Natlan they stated that there would be archon quests in 5.0, 5.1 and 5.3 but not 5.2, so this was clearly a decision they had made before the region even came out, yet the structure in the game files suggest that the interlude in 5.2 with Iansan was added after they had begun working on the 5.3 archon quest
