What even is a region?

I've seen many people use it to describe a vague/arbitrary area of land. Usually it's bigger than a city, smaller than a country. But I've also seen people use it to describe multiple countries, but not the whole continent. According to the Oxford dictionary, it can even be smaller than a city.
