It became kind of a meme at gdq. It is a common phrase mostly used when writing post cards, but rather than bound to nationality it's used to indicate location. Greetings from 'whatever place you're currently in' would be the proper use and since people basically write short post card like messages with their donations, I think they feel the need to add it. At least that's my interpretation.
