not necessarily, if there are strong defensive cards available, then aggro won't always be strong
in picrel, gilnelise is a neutral card with drain and its evolve effect gives a follower +2/-2. most of the time, when evolved (remember evolve gives +2/+2), it becomes a 6/2 with rush and drain. so it heals 6 and destroys any follower with 6 or less hp. a mid aggro deck would just lose to this on the spot
the game is balanced around the 20 hp
