You are actually correct this time, which is why this system is primarily used to enhance and control existing storms, injecting energy into storms to make them larger while creating atmospheric pressure systems in an attempt to push the storms in a specific direction. Even DARPA has its limits and creating a storm system out of (literal) thin air requires a lot of energy. It's easier to hijack existing weather patterns.
