I work in a mental hospital, and when people experience this bizarre breakdown in what they were trying to say and get stuck in a cycle of uh's and um's, we call it "thought blocking."

There's a person on our unit right now who will walk up to you and be like "hey, I-- uh.... um.... um... um...." and just stand there like that in an um-cycle for literally 10 minutes if you let him. Usually it ends in a "... never mind." When I learned that this was a thing with a term, I just thought of these bizarre xivg posts.
