Because it's a very boring, run-of-the-mill commercial hub city with nothing that really makes it stand out except a really good college football team. Cost of living is okay, you get all four seasons, and everything you need to live in within close proximity. Basically the perfect place to live if you're an NPC or if you really want a quiet life but hate rural areas.
