Most cartoons are too stylized and simplistic to look like any race. The stereotypical googly eyed cartoon people have flat faces, and so do Asians, so they do look Asian in a way. Weren't emoticons invented by Japanese? They are literally yellow. So everything resembling emoji already looks Asian. Like, noseless characters often end up looking more Asian than Caucasoid because Asian people have smaller, less conspicuous noses. But that also depends on the character's overall face shape. Googly cartoon eyes are weird because they make the face look extra flat/Asian and non-Asian at the same time. That's because compared to other races Asian people have "small" eyes that may look paradoxically big on their round, neotenic faces, but are obviously more closed/padded with fat compared to other people. In East Asians iris is typically the most prominent part of the eye, and googly eyes are the exact opposite of that. Asian people almost never draw themselves with googly eyes unless it's used for comedic effect to show surprise, etc. Classic emoji, anime, Japanese stock cartoons don't look like that. That's why cartoon characters like >>149336237 who were clearly designed to look Asian look unnatural to me instead, and not truly Asian despite the almond eyes. Character designs with widely spaced eyes like picrel or Code Lyoko probably inspired by anime proportions look more Asian to me than those googly-eyed cartoon Asians. Like I genuinely can't tell if Theresa and the ponytail girl from Randy Cunningham were meant to be white or Asian, but a lot of Asian characters drawn by non-weeb Westerners look off and unconvincing to me. Doesn't help that tons of cartoons are ugly on purpose, and drawing non-white characters like that will end up looking racist. So then cartoonists overcorrect to avoid backlash, which might end up looking even weirder. Tons of artists also genuinely don't seem to know how to draw other races e.g. white people in anime are often so funny looking.
