They're banking on pic related being attacked between now and then. Trump knows unless U.S. military personnel are wounded/killed, he'll receive massive condemnation from both sides of the political aisle for escalating the conflict. Once a servicemember dies, he can hand-wave away any criticism as anti-American.

He's waiting for Iran to sink the U.S.S. Nimitz to justify an "overwhelming response." There's a reason they chose to send a ship that's scheduled to be retired next year after 50 years of service to this warzone.
