America's "free hospital" program was effectively shut down by extensive cuts in Obamacare, in favor of pushing a government insurance program which would effectively allow anyone to use government money in commercial paid hospitals. You still have free hospitals from the old program shutting down to this day because the cuts have been a very slow burn. At this point, they're sort of beyond saving, which is why the GOP is effectively giving up on them with this bill.
