some will say project diva arcade future tone. the version you can find is ripped from a game cabinet and modified to work standalone. it has the biggest library of songs. however, the charts are meant to be played with the buttons laid out in a line, and there's a touchpad above it for swipes. in terms of features it is the most barebones one. all of the card stuff and online stuff was disabled by the modders.
mega mix+ is pretty much the same thing except the charts were designed to be played on a switch then this whole shebang was ported to PC.
the PSP and PS3 project divas are pretty much the definitive ones IMO. they have diva rooms and you can interact with the characters, give them gifts, pat their heads, grope them inappropriately, and watch them do stuff. there's minigames you can play with miku in the ps3 one. there is actual unlock progress. miku is just in her standard outfit and you get to unlock the outfit for that song by passing the chance time bonus.
they were meant for the fans at the time so i can't say how much anyone would really care that they get to play the song with the official outfit.
the PSP ones are really easy to emulate. can't say i know anything about emulating the PS3 project diva.
