In fact a decreasing population leads to innovation because labor gets expensive and you have to figure out alternatives like automation.
The Black Death killing 1/3 of Europe's population bettered the position of the worker so much that it lead to the abolition of serfdom and eventually industralization.
Meanwhile on the other end of spectrum, having a cesspool of constantly spawning browns i.e. infinite cheap labor stifles innovation, you do never need to innovate because you can always find another pajeet to do it for cheap instead of building machines and robots. And the result of that is what India looks like.
