EPA should be transferred to Interior. I doubt the Administration is seriously trying to push mass fluoridation and instead their goal is (1) to ensure that defluoridation can proceed at a more reasonable pace, (2) to ensure that areas which have a more pressing need in a particular use case can continue to use the chemical (e.g. non-dental use), and (3) to ensure that no lawsuits end up occurring between EPA and local governments.
USG shouldn't be forcing fluoridation of water, but it could be a problem if EPA is forced to issue a ruling completely banning it by courts and then has to force it on every locality and water company in America.
