Cambodia under right wing anti-communist Lon Nol supported FULRO (Cham people of Champa, Degar Montagnard people of Central Highlands and Khmer Krom of Kampuchea Krom) against both North Vietnamese and South Vietnamese.

Lon Nol killed 75,000 Vietnamese in Cambodia, both communist and anti-communist from 1970-1975.

Hun Sen is former Khmer Rouge who defected to Vietnam when Pol Pot was going to purge him (Hun Sen participated in Khmer Rouge massacres from 1975-1977)

Vietnam installed Hun Sen in power in Cambodia.

The democratic Cambodian opposition like Sam Rainsy supported lynchings of Vietnamese in the 2014 election, Cambodians screamed racial slurs like youn/yuon and killed Vietnamese.

Sam Rainsy also is against Vietnam in the South China Sea.

The US can't even get the right wing Cambodians to follow the US agenda, US nominally supported Lon Nol and Sam Rainsy, but both of them went against US policies (Lon Nol hated all Vietnamese amd killed both communist and anti-communist Vietnamese) and Sam Rainsy is against US policy in the SCS.

War with Thailand is the only safe nationalist outlet for Hun Sen's son.
