Giving it to EVERY job is a bad idea, but they have like +6 jobs that can Guard Break, but only two that can drain MP.
Resource denial is needed for a healthy metagame but when mass resource denial becomes the meta, you have created a toxic play environment.
You could probably get away with one or two other jobs being able to drain MP without it becoming obtuse
