I feel like this is pretty pointless. Probably a mostly proplay skewed change. Good for early harass I guess but meh, that 4s early won't make much of a diff imo.

Don't be silly. It's an early game skewed buff to give him more damage based on his base AD on his Q. No one's gonna build AD on him. lol.
