Wrong. His Observation was so good he could sense the Straw Hats all the way across Skypiea. Skypiea is larger than most real life countries since One Piece's planet is far larger than real life earth. Even his knights could predict Luffy's punches before they happened.
The only other person who displayed Observation this good was Shanks intercepting Kid. And even then Shanks detected it from a much shorter range meaning Enel's feat was demonstrably greater in fact.
Enel has some of the best CoO in the entire series despite being such an early villain. He had to lose to an asspull because Oda realized he put a Yonko tier threat in Luffy's way too early. When Enel returns (and he will), he is going to mop the floor with whoever he faces. He's only naturally gotten stronger during the timeskip like everyone else has.
